It was he who decided to move the main center of the city a few kilometers downstream, to the location of the modern-day city center. Here, he built the famous Ferhadija Mosque around 1580. This move led to the distinction between the “Upper Town” (Gornji Šeher) and the “Lower Town” (Donji Šeher). While the administrative and commercial heart of Banja Luka shifted, Gornji Šeher retained its importance as a residential quarter and as the location of the historic thermal baths.

Modern Developments

The area continued to be known as Gornji Šeher throughout the subsequent centuries and into the modern era. It was known for its historic mosques and its traditional Bosniak character.
